What is the Register of Auditing Entities of the Secretariat of Energy?
Resolución 414/2021 of Argentina's Energy Secretariat created the Register of Auditing Entities of the Secretariat of Energy. Individuals, companies, universities and institutions may register there to audit refineries and hydrocarbon processing plants, petroleum coke storage facilities, hydrocarbon storage plants and biofuel installations, self-consumption facilities and liquid fuel retail outlets anywhere in the country.
Compañía Técnica S.A.S. is listed in that Register, authorised for categories A-I, A-II, B-I and B-II, with its own technical representatives registered with the Energy Secretariat. Those four categories span the full range of installations the resolution covers: from refineries and large storage plants through to liquid fuel retail outlets with underground tanks. That lets us audit directly, with no intermediaries.

What is the Register of Auditing Entities of the Secretariat of Energy?
It is the register created in 2021 by Resolución 414/2021 of Argentina's Energy Secretariat. It authorises individuals and companies to carry out surface safety audits at refineries, hydrocarbon processing and storage plants, biofuel installations, self-consumption facilities and liquid fuel retail outlets across the country. Each entity's scope is defined by the categories it was authorised for.
What does it mean that Compañía Técnica is an auditor approved by the Secretariat of Energy?
Compañía Técnica S.A.S. is listed in the Register and authorised for categories A-I, A-II, B-I and B-II. That allows it to carry out the audits covered by those categories directly, with no intermediaries, using its own technical representatives registered with the Energy Secretariat.
Which installations require this type of audit?
Refineries and hydrocarbon processing plants, petroleum coke storage facilities, hydrocarbon storage plants and biofuel installations, self-consumption facilities, small liquid fuel storage plants, and liquid fuel retail outlets with underground storage tanks.
What does each of the categories A-I, A-II, B-I and B-II cover?
The resolution groups audits by type of facility. Compañía Técnica is approved for all four categories:
- A-I: refineries, hydrocarbon processing plants and petroleum coke storage.
- A-II: large hydrocarbon storage plants and biofuel installations.
- B-I: self-consumption facilities, small liquid fuel storage plants and surface audits.
- B-II: tightness audits at liquid fuel retail outlets and other installations with underground tanks.
Can I verify an auditing entity's authorisation?
Yes. The report of registered entities is public. The Register is administered by the Secretariat of Energy through the electronic document management system (GDE), and each entity's registration is formalised through a public administrative act.
Does the audit force the station to close?
Not necessarily. The test requires the section under examination to be out of service, but we work tank by tank or sector by sector and schedule the work in the lowest-demand windows. Scope and timing are agreed in the prior technical visit.
What happens if a leak is found?
The report records the point detected and the section affected. The installation carries out the repair and, once finished, the test is repeated on that section to confirm it holds.
Do you work with networks of several stations?
Yes. For a network we build a schedule that orders visits by area and by each outlet's operating availability, with one report per station and a consolidated view of the network.

Working with an entity listed directly in the Register removes intermediaries from the contract, shortens response times, and keeps the audit traceable under the responsibility of the entity's own authorised technical representatives.
